Congress is considering a major health reform package that would result in significant cuts to Medicaid. Under the proposed “per capita cap,” federal Medicaid funding would be limited per person. These limits would tighten over time, and force states to cut down the program. Disability advocates are particularly concerned this could cut back on disability services, including home and community-based waivers, therapy, and medical care for people with disabilities. The Consortium for Citizens with Disabilities (CCD) issued a statement opposing the change and an action alert urging advocates to contact their members of Congress.
